What Happens When Summer Storms Flood Office Entrances

In a typical office building scenario, a sudden summer thunderstorm strikes just before the lunch hour. Dozens of employees return from outside, tracking heavy rainwater onto a polished marble lobby floor. The facilities team places a standard three-foot entrance mat, but it quickly becomes saturated and begins to curl at the edges. An employee stepping off the saturated mat onto the bare, wet marble experiences a catastrophic loss of traction. They fall backward, striking their head and shoulder on the hard surface.

When water coats a smooth surface like polished marble or sealed concrete, it creates a hydrodynamic layer. As a shoe steps onto this layer, the water cannot escape fast enough from under the sole, causing the shoe to hydroplane. The coefficient of friction drops to near zero, leading to an uncontrolled same-level fall. Office workers often underestimate this hazard because summer storms hit rapidly, and people assume a single entrance mat is enough to dry their shoes. However, standard mats saturate quickly. Once saturated, a mat no longer removes water; instead, it acts as a reservoir, transferring moisture directly to the shoes of anyone walking over it.

1. Hazard Identification and Elimination

  • Hazard identification requires us to ask: Where is the energy and exposure? What smooth floors in our facility become slickest when wet?
  • When addressing this hazard, we must apply the hierarchy of controls explicitly, in order: elimination → substitution → engineering → administrative → PPE. What is the highest-order control we can use TODAY?
  • Elimination removes the hazard entirely: We can eliminate water intrusion by fixing awning leaks, adjusting exterior grading, or redirecting drainage away from the entrance.
  • OSHA 29 CFR 1910.22(a)(2) requires that the workplace be maintained in a clean and, to the extent feasible, dry condition.

2. Substitution and Engineering Controls

  • Substitution swaps the hazard for a safer alternative: While we rarely replace whole lobby floors daily, we can substitute highly polished tile with brushed, higher-friction surfaces during planned renovations.
  • Engineering controls isolate people from the hazard. A single throw mat is insufficient; an engineered system requires scraper mats outside, wiper mats inside, and drying mats following them.
  • Mats must be large enough to allow at least three to four full strides to effectively remove moisture from shoe treads.
  • Mats must feature heavy rubber backing to prevent them from sliding, acting as a physical engineered barrier between wet shoes and the smooth floor without creating a trip hazard.

3. Administrative Controls and PPE

  • Administrative controls change how people work. Facilities teams must monitor summer weather radar to deploy extra mats and warning signs before the rain begins.
  • High-visibility warning signs, compliant with 29 CFR 1910.145, must be deployed immediately at entrances and removed once the floor is completely dry.
  • Routine administrative patrols during storm events are necessary to identify saturated mats and replace them with dry backup mats.
  • PPE is the last line of defense: While office workers do not typically wear industrial safety boots, encouraging closed-toe, rubber-soled footwear during severe weather days drastically reduces slip risk.

- Understand that once a mat is visibly squishy or leaving wet footprints beyond its edge, it has failed and must be replaced. - Do not ignore curled edges or bunched-up rugs; these substitute a slip hazard with a trip hazard and require immediate correction. - Speak up and notify facilities immediately if you notice water tracking beyond the designated drying zones.

- Change your walking mechanics when entering a building during a storm—slow down, take shorter steps, and make wider turns. - Keep your hands out of your pockets to maintain balance and allow yourself to brace for a potential fall. - Avoid distractions like looking at your phone while transitioning from wet outdoor conditions to smooth indoor floors.
