- Substitution: Swapping a high-risk physical task for a zero-risk alternative, such as using a camera-equipped drone for the initial roof leak inspection instead of sending a worker up a ladder.
- Engineering: Implementing physical barriers that do not require active worker participation to function, such as installing temporary guardrails or catch platforms along the roof perimeter before any leak repair work begins.
- Administrative: Establishing a clear, written multi-employer worksite agreement that explicitly designates which contractor is providing the competent person, installing the anchors, and verifying the fall protection plan before anyone climbs a ladder.
- PPE: Equipping every worker with a personal fall arrest system—including a properly fitted harness, shock-absorbing lanyard, and verified anchor point—and strictly enforcing 100% tie-off rules when exposed to falls of six feet or more.
